With the issuance of Law 100 of 1993 the "General System of Social Security in Health" was created, which changed and reorganized the provision of health services and integrated public health, the social security system and the provision of private services.
Among the transcendental decisions set forth in this standard, article 245 ordered the creation of the National Institute of Food and Drug Surveillance INVIMA. In execution of this mandate in 1994 the Decree 1290 was issued, by means of which the functions of INVIMA were defined and its basic organization established. It was then defined as the nature of INVIMA to be a public institution of the national order, of a scientific and technological nature, with legal personality, administrative autonomy and independent patrimony, belonging to the Health System and subject to the general provisions that regulate its operation.

Due to the institutional commitment in 2009 INVIMA received recognition from the Pan American Health Organization as the National Regulatory Authority for Medicines in Latin America and in 2010 the Icontec certification under the NTC GP 1000: 2009 and ISO 9001: 2008 norms. Today, INVIMA makes important efforts to strengthen its presence throughout the national territory, modernize its organizational structure, spread out its infrastructure and to be recognized at international level as a technical and scientific reference in matters within its competence.
